The city does. Dunedin is its own incorporated city, so your roof permit goes through the City of Dunedin Building Division on Louden Avenue, not Pinellas County. Any roof work beyond a minor patch needs a permit, and the city requires inspections, including a dry-in inspection on tile and a final, to confirm the work meets the Florida Building Code. We pull the permit, submit the Florida Product Approval numbers for the shingle, tile, or metal system going on your home, and schedule and close out the inspections, so none of the paperwork lands on you.
Homes closer to the water tend to deal with roof wear a little differently than homes farther inland.
